Abstract

The paper covers objectives of NEP 2020; attempts have been made to elaborate significance of university libraries before and after NEP 2020.  By reviewing literature efforts were made to identify 21st century  customers, collection, emerging trends in university library services,  manpower needed and infrastructure required to fulfil objectives of  NEP 2020. NEP – 2020 recognizes university libraries as centers for  learning and research. NEP – 2020 is a road map for digital libraries. 
There is an urgent need to establish „World Class Digital Reference  Library‟.  Twenty-first century users are diverse, covering Great generation to Gen-Z, ranging from students and researchers to entrepreneurs and global collaborators. NEP 2020 presupposes that university libraries should develop collection needed by the customers, use AI & open-access strategies, multilingual resources and research driven content to serve users effectively. With AI, digital repositories, block chain security, virtual reality and personalized user experiences, NEP 2020 encourages university libraries to be smart, inclusive and technology driven knowledge centers. that support lifelong learning, research, and innovation.  Librarians, by developing & updating 21st century skills, can function as a change agent   NEP 2020 has not given detailed list of infrastructure but considering expectations of the policy relevant infrastructure will be needed.
